Public trust at issue

To the editor:

At a referendum in 1996, Conservation 20/20 funds were on the ballot, and voters ok’d it.

Why did four commissioners vote on Sept. 18 to raid the funds without a referendum first being placed on the ballot for us citizens to vote yea or nay?

Yes. Public trust is really an issue.
