Decision on expansion of U-Haul rentals at DeBono’s postponed

After hearing emotional pleas from DeBono’s Stop & Go owner Charles DeBono and several others, City Council voted not to approve or overturn a Planning & Zoning Appeals recommendation denying the business the ability to expand its U-Haul rental operation.

Instead voting to continue a final decision for another 60 days, council made it clear that this might be DeBono’s final chance to reach a compromise with the city. Members also suggested it might be best if the business starts over with a new site plan and application.

DeBono wants to increase his U-Haul fleet from four trucks and five trailers to 10 trucks, 10 trailers, two vans and two pickup trucks. A special exception granted in 2000 limited the number and size of vehicles allowed there, but the business has not consistently adhered to the conditions.

“We’ve worked hard to build our business and it grew real fast,” explained DeBono. “Please, all I ask is that you let us stay in business. We will have to close if you limit us to four trucks and five trailers. U-Haul only added pickups and vans in the last four years or so, that’s why they were not on the plan in 2000.”

Community Development Director Vince Cautero likened the situation to trying to fit 10 pounds of potatoes in a five-pound bag. The 20,000-square-foot site also includes a convenience store with gas pumps.

“There is a lot of emotion with this appeal,” Cautero said. “We are not anti-business, but we have that reputation which we work every day to fix. The zoning of the property doesn’t work any more. The business should be in an industrial zone, not a light commercial location.

“We’re trying to shoehorn something in there by going from six vehicles to 24 vehicles, it’s not going to work. The property is not suitable for what he wants to do.”

Cautero went on to say he personally will get involved in working with DeBono to reach a compromise.

“Every situation has a solution,” City Manager John Szerlag told council. “If you continue this, I have a sense that we can come to an agreement.”

Staff said the business, located at 2200 Santa Barbara Blvd., has used property behind it that it does not own to park vehicles as well as a vacant lot next to it, violating conditions of the existing order.

Revisiting DeBono’s request at the City Council meeting closest to the 60 days is May 15.
