Brief highlights of the Monday Town Council meeting.

Cleanup schedule: Town Council approved sending to second reading an ordinance related to Advanced Disposal's schedule for garbage collection. Currently the company has an exception to the noise ordinance that allows them to collect garbage between 4 and 10 a.m.in non-residential areas. The town had received two complaints that the noise from the trucks is too loud. The amendment would limit activity to between 6:30 a.m. and 6:30 p.m. A representative from the company informed the council that during off-season, the garbage trucks had not been using the exception, but during season the garbage trucks had to get out of the residential areas before the road construction began. This was only the first reading; it will be read again and voted on at a future meeting.

Preliminary millage: The council voted 4-1 to set the preliminary tentative millage rate at .9 mills. This is only the preliminary rate, which can then be lowered but not raised, and is a tool for the town manager to begin working a budget for council review. Last year, mention of the millage at .9 was met with harsh criticism from the council; however, Manager Roger Hernstadt said he believed the .9 rate would give him something to work with that could be then lowered later.

"I feel strongly we hired Roger for his expertise. I don't want to tie his hands, we can have a conversation and we can adjust downward accordingly," Council Member Joanne Shamp said. "We've been running in emergency mode with the town. We have things we need to attend to."

Mayor Dennis Boback was the dissenting vote.

Budget talks: The council's two budget hearings were tentatively set for Thursday, Sept. 7 and Thursday, Sept 21. Both meeting will be scheduled after 6:30 p.m. as required so the public can be a part of the process. The council will approve the 2017-2018 budget at the second hearing.
